VIGIA+: Strengthening Epidemic Intelligence in Mozambique
By Marilia Raquel Mucavele and Hamilton Jhonas.
Abstract
This poster presents VIGIA+: Strengthening Epidemic Intelligence in Mozambique, an implementation framework designed to strengthen routine disease surveillance and support timely public health decision-making. The work addresses challenges associated with fragmented data sources, reporting delays, limited data integration, and difficulties in translating surveillance information into actionable public health intelligence. Developed in the context of Maputo City, VIGIA+ proposes an approach that connects routine surveillance data, community signals, data integration, epidemiological analysis, alert generation, and response prioritisation. The framework and prototype include data-quality monitoring, trend analysis, epidemiological alerts, district-level risk visualisation, and offline reporting capabilities. The proposed implementation process involves mapping existing workflows, engaging users, designing the digital environment, and validating the system in practice. The poster was accepted for the Geneva Health Forum 2026 under abstract #29, entitled “Digital Transformation of Disease Surveillance in Mozambique: VIGIA+ Implementation Framework to Strengthen Real-Time Public Health Decision-Making.” VIGIA+ remains a framework proposal and prototype under development. Pilot validation and integration with routine surveillance systems are required before conclusions can be drawn about its impact on surveillance performance. Future evaluation will focus on timeliness, completeness, usability, feasibility, and integration into routine surveillance workflows
