Amendment N2 to Paper 04: Revised clinic-level execution on CDC National ART Surveillance System (NASS) public datasets
By Pavel Zagadailov.
Abstract
Amendment N2 registers a revised clinic-level execution of the CORGData ART outcome modeling protocol on the public clinic-level datasets of the CDC National ART Surveillance System (NASS), in response to the executed Amendment N1 result, which the amendment states in full with the criteria that produced it. The amendment rebuilds the predictor set as multi-year histories, extends the panel rule, revises the band-resolution modeling for the age bands Amendment N1 found not validated, and rebuilds the standardization limits on an estimated dispersion in place of the Poisson variance assumed under Amendment N1. The outcome definition, the cohort threshold, the aggregate-only reporting of outlier clinics, the governance provisions, and the frozen validation criteria discipline of Amendment N1 stand unchanged, and a pass under Amendment N2 cannot overturn the Amendment N1 verdict.
