Amendment N1 to Paper 04: Clinic-level execution on CDC National ART Surveillance System (NASS) public datasets

Amendment N1 registers a clinic-level companion study to the CORGData ART outcome modeling protocol, executed on the public clinic-level datasets of the CDC National ART Surveillance System (NASS). The amendment pre-declares the data freeze rule, cohort definition, lagged predictor set, two models (penalized prediction and funnel-plot risk standardization), temporal holdout validation, and frozen pass criteria, and records the author decision that outlier clinics are reported in aggregate only. The parent patient-level protocol stands unchanged.
